For full installation rights — including connecting indoor and outdoor units — you must also hold an unrestricted NSW Electrical Licence. NSW does not have a separate split system installer licence; instead, electrical contractors with an ARCtick licence perform the full installation scope.
Victoria regulates refrigerated air conditioning differently — it is classified as a specialised plumbing class (Refrigerated Air Conditioning) under the VBA / Building and Plumbing Commission (BPC). Completing UEE20120 qualifies you for ARCtick RSS03 for refrigerant handling. For full installation rights up to 18kW, you must apply to the VBA directly and an assessor will review your application. Contact the VBA before assuming full installation rights.
In QLD, licensed electricians who complete UEE20120 can install and decommission single-head split systems up to 18kW and apply for ARCtick RSS03. WorkSafe QLD also requires a Restricted Electrical Work Licence (Refrigeration and Air Conditioning) or an unrestricted electrical worker licence to perform electrical work on RAC equipment. The restricted electrical licence limits the holder to R&AC-specific electrical work only.
In WA, licensed electricians who complete UEE20120 can install and decommission single-head split systems up to 18kW and apply for ARCtick RSS03. An unrestricted WA Electrical Licence is required to perform the electrical connection work. WA is one of the most straightforward states for this pathway — Cert II plus your electrical licence equals full legal installation scope for split systems up to 18kW.
In the ACT, licensed electricians who complete UEE20120 can install and decommission single-head split systems up to 18kW and apply for ARCtick RSS03. An unrestricted ACT Electrical Licence is required for the electrical work components. The ACT follows the same pathway as QLD, WA, SA, NT, and TAS — Cert II plus electrical licence covers full installation scope for split systems up to 18kW.
