The Australian Refrigeration Council (ARC) administers a national licensing scheme under federal law. Handling CFCs, HCFCs, HFCs or HFOs without a Refrigerant Handling Licence — for any reason — carries significant penalties for both the individual and their employer.
Split system air conditioning is one of the most in-demand services in Australia. Licensed electricians who add the UEE20120 can legally install, commission, and decommission systems up to 18kW — immediately expanding their service offering and income.
Fluorocarbon refrigerants contribute to ozone depletion and global warming. Venting refrigerant to atmosphere — even accidentally — is an offence under national environmental law. Only licensed technicians can legally recover, charge, and handle these gases.
Air conditioning licensing in Australia operates on two levels: a national ARCtick licence (administered by the ARC) and state-specific licences that govern installation and contracting rights. The UEE20120 unlocks both pathways.
The UEE20120 qualifies you for the RSS03 — Restricted Heat Pump / Split System Installation and Decommissioning Licence. This is a restricted ARCtick licence that covers single-head split systems up to 18kW. It does not cover servicing, repair, fault-finding, or electrical work — your unrestricted electrical licence covers the latter.
HVAC and refrigeration is a high-demand skilled occupation in Australia. Holding the UEE20120 alongside your electrical licence positions you as a licensed split system installer — one of the most in-demand trade combinations in residential construction and renovation.
Whether you're a licensed electrician looking to expand your scope, or entering the trades — this qualification is your legal gateway to Australia's fastest growing install category.
Talk to Us Today →In NSW, completing the UEE20120 qualifies you to apply for your ARCtick RSS03 Refrigerant Handling Licence, which covers the handling of refrigerant gas. For full installation rights — including connecting indoor and outdoor units — you must also hold an unrestricted NSW Electrical Licence. NSW does not have a separate split system installer licence; instead, electrical contractors with an ARCtick licence perform the full installation scope.
Victoria regulates refrigerated air conditioning differently — it is classified as a specialised plumbing class (Refrigerated Air Conditioning) under the VBA / Building and Plumbing Commission (BPC). Completing UEE20120 qualifies you for ARCtick RSS03 for refrigerant handling. For full installation rights up to 18kW, you must apply to the VBA directly and an assessor will review your application. Contact the VBA before assuming full installation rights.
In QLD, licensed electricians who complete UEE20120 can install and decommission single-head split systems up to 18kW and apply for ARCtick RSS03. WorkSafe QLD also requires a Restricted Electrical Work Licence (Refrigeration and Air Conditioning) or an unrestricted electrical worker licence to perform electrical work on RAC equipment. The restricted electrical licence limits the holder to R&AC-specific electrical work only.
In WA, licensed electricians who complete UEE20120 can install and decommission single-head split systems up to 18kW and apply for ARCtick RSS03. An unrestricted WA Electrical Licence is required to perform the electrical connection work. WA is one of the most straightforward states for this pathway — Cert II plus your electrical licence equals full legal installation scope for split systems up to 18kW.
In the ACT, licensed electricians who complete UEE20120 can install and decommission single-head split systems up to 18kW and apply for ARCtick RSS03. An unrestricted ACT Electrical Licence is required for the electrical work components. The ACT follows the same pathway as QLD, WA, SA, NT, and TAS — Cert II plus electrical licence covers full installation scope for split systems up to 18kW.
