Why This Matters

Unlicensed Building
Is Career Ending.

01 — Legal Exposure

Contracting without a builder's licence is a criminal offence in every state

Unlike trade licences, builder's licensing is enforced aggressively. In NSW alone, 2024 prosecutions resulted in hundreds of fines. In QLD, the QBCC issues fines reaching into the hundreds of thousands. One job is all it takes.

02 — Capped Earning Potential

Without a licence you're permanently capped at subcontracting rates

A licensed builder can quote, contract, and manage entire projects. Without a licence, you will always work under someone else's ticket — and take someone else's margin. The income gap compounds every single year.

03 — No Business Without It

You cannot legally operate a building company without a builder's licence

Home warranty insurance, building permits, and direct client contracts all require a licensed builder. Without one, you cannot form a compliant building business — period. The licence is the business.

Builder's
Contractor Licence

Cert IV Required Diploma for Open

NSW has two main builder licence pathways via NSW Fair Trading. The Cert IV (CPC40120) qualifies you for a low-rise contractor licence covering Class 1 and 10 structures. The Diploma (CPC50220) opens the General Building (open) licence category, allowing medium-rise and commercial work. Both require a minimum of 2 years of site-based experience in the past 10 years.

  • CPC40120 — Low-Rise Contractor Licence (Class 1 & 10 buildings)
  • CPC50220 — General Building open category (medium-rise and commercial)
  • Minimum 2 years site-based experience in the last 10 years
  • Must hold a current carpentry/bricklaying licence OR Diploma for General Building
  • Public liability and contract works insurance required before licence issued
  • 12 CPD points per year required to maintain the licence

Evidence Required

  • Government-issued ID (100 points)
  • Current White Card
  • Resume and site experience history
  • Referee statement from licensed builder
  • Proof of insurance coverage
NSW pathway: CPC40120 + carpentry/bricklaying licence = low-rise builder. CPC50220 alone = General Building open category. RPL can fast-track both qualifications based on your existing experience.

Registered Building
Practitioner

Diploma Required Cert IV — Limited

Victoria's VBA requires registration as a Building Practitioner for domestic building work over $10,000 or any work requiring a building permit. The Diploma (CPC50220) is the prescribed qualification for Domestic Builder (Unlimited). The Cert IV (CPC40120) can support a Domestic Builder (Limited) registration via the equivalency assessment pathway, but requires at least 3 years of experience and VBA practical assessments.

  • CPC50220 — Domestic Builder (Unlimited) prescribed qualification
  • CPC40120 — Domestic Builder (Limited) via VBA equivalency assessment pathway
  • Minimum 3 years of paid experience in the past 7 years under a registered practitioner
  • Portfolio of evidence: project diaries, site photos, building permits, references
  • Fit and proper person assessment including criminal history check
  • Insurance coverage required before registration is issued

Evidence Required

  • Government-issued ID
  • Statement of experience (VBA format)
  • Project portfolio with photos and permits
  • Supervisor / employer references
  • Criminal history declaration
VIC is the strictest state. The Diploma is the cleanest pathway to Domestic Builder (Unlimited). RPL through ATT can significantly speed up your qualification — then the VBA handles your registration assessment.

QBCC Builder's
Licence

Cert IV — Low Rise Diploma — Open

Queensland has two primary builder licence categories through the QBCC. The Cert IV (CPC40120) meets the technical requirement for a Builder's Low Rise Licence (Class 1 and 10 structures). The Diploma (CPC50220) is required for the Open Class Licence covering all building types. Both require the BSBESB402 managerial unit and 4 years of experience.

  • CPC40120 — Builder Low Rise Licence (Class 1 and 10 buildings) via QBCC
  • CPC50220 — Open Class Licence (all building types including commercial)
  • BSBESB402 — Legal and risk management (mandatory for both pathways)
  • 4 years of relevant building experience required
  • Fit and proper person criteria — criminal history and financial checks
  • Financial capacity assessment based on intended annual turnover

Evidence Required

  • Government-issued ID
  • Resume and construction experience history
  • Site photos and project records
  • National Police Certificate
  • Accountant-prepared financial statements
QLD requires both tech and management. BSBESB402 is mandatory alongside your Cert IV or Diploma. ATT covers both in a single enrolment — plus full support for your QBCC application.

Building Practitioner
Registration

Diploma Required

WA requires both a Building Practitioner (BP00) and Building Contractor (BC00) registration to contract for building work over $20,000. The Diploma (CPC50220) is the core qualification for the standard Set 1 pathway. The Cert IV is a valuable first step — it provides credits toward the Diploma and opens site supervisor roles that build the required experience.

  • CPC50220 — Core qualification for Building Practitioner (Set 1 pathway)
  • CPC40120 — Entry-level: credits into Diploma + site supervisor experience building
  • 5–7 years of full-time building experience required depending on pathway
  • Two registrations required: Building Practitioner (BP00) and Building Contractor (BC00)
  • $50,000 financial capacity required for contractor registration
  • Processing time approximately 50 business days

Evidence Required

  • Government-issued ID
  • Resume and experience documentation
  • Site photos and project evidence
  • Financial capacity evidence ($50K)
  • Payslips, invoices, or contracts
WA's fastest route: Complete the Diploma via RPL (2–8 weeks for experienced builders), then apply under Set 1 with your experience. ATT can help compress the qualification timeline significantly.

Builder's
Licence

Licence Required

The ACT requires a Builder's Licence through Access Canberra. Five licence classes exist — from Class A (unlimited) down to Class D (non-structural work only). The Cert IV (CPC40120) or Diploma (CPC50220) are accepted as qualifications, with Class D being the only class that can rely on experience alone (3 years without a formal qualification). All classes require a mandatory written exam at 80% pass mark.

  • CPC40120 or CPC50220 — accepted qualifications for Classes A, B, and C
  • Class A (unlimited) requires Diploma or degree-level qualification
  • Class D (non-structural) — 3 years experience, no formal qualification required
  • Mandatory written exam with 80% pass mark for all licence classes
  • ACT operates a demerit points regime for licensed builders
  • 3 years experience required under a licensed builder minimum

Evidence Required

  • Government-issued ID
  • Resume and experience history
  • Site photos and project records
  • Supervisor or employer references
  • Payslips, invoices, or contracts
ACT is unique: You must pass a written exam at 80% regardless of your qualification. ATT's training prepares you for both the qualification and the Access Canberra licensing exam content.

What is the difference between the Cert IV (CPC40120) and the Diploma (CPC50220)?
+
The Certificate IV in Building and Construction (CPC40120) is the entry-level qualification for builders — it qualifies you for low-rise residential licences covering Class 1 and 10 structures (homes, garages, sheds). The Diploma of Building and Construction (CPC50220) is the higher qualification, required for unlimited domestic builder registration and commercial or medium-rise work. Many builders complete the Cert IV first, then progress to the Diploma as their career and licence ambitions grow.
Which qualification do I need for a builder's licence in my state?
+
It depends on your state and the licence class you're targeting. In NSW, the Cert IV qualifies you for a low-rise contractor licence while the Diploma opens the General Building open category. In VIC, the Diploma is the prescribed qualification for Domestic Builder (Unlimited) via the VBA. In QLD, the Cert IV covers the QBCC Builder Low Rise Licence while the Diploma is required for the Open Class. In WA, the Diploma is the core Set 1 qualification for Building Practitioner registration. In the ACT, both are accepted for Classes A–C, but Class A (unlimited) requires the Diploma, and all classes require passing a mandatory 80% written exam.
Do I need to be an apprentice to get qualified?
+
No. If you have real experience on the tools or running sites — whether in Australia or overseas — you can get your qualification through RPL (Recognition of Prior Learning). We assess your existing knowledge, skills, and experience against the qualification units, so you're not repeating training you've already mastered through years of practice.
How long does it take to get certified?
+
For experienced builders and supervisors, the Cert IV RPL process can typically be completed in 2–8 weeks once all compliant evidence is submitted. The Diploma may take slightly longer depending on the depth of evidence required. Those requiring gap training complete only the units they need, which keeps the timeline significantly shorter than a full course. Standard delivery without RPL typically runs 12–24 months part-time.
How much experience do I need before I can apply for a builder's licence?
+
Most states require between 2 and 4 years of documented, site-based building experience alongside your qualification. NSW requires a minimum of 2 years in the past 10 years. QLD requires 4 years of relevant building experience. VIC requires at least 3 years of paid experience in the past 7 years supervised by a registered practitioner. WA requires 5–7 years depending on your registration pathway. The ACT requires a minimum of 3 years under a licensed builder. Owner-builder experience generally does not count toward these requirements.
What documents do I need to enrol?
+
You'll need 100 points of valid ID, a current White Card, a valid visa or passport, an up-to-date resume detailing your construction and site management experience, a supervisor declaration or reference letter from a licensed builder, site photos and project records, and any previous qualifications or apprenticeship papers. For the Diploma pathway, evidence of supervisory and contract management experience is also required.
Can I study while still working full-time in construction?
+
Absolutely. Both courses are delivered in a blended format — self-paced online theory through our LMS, weekly expert-led sessions, and on-site practical components. You keep working, keep earning, and build your qualification around your schedule. RPL candidates often complete the bulk of their evidence submission in a single focused period without disrupting their work at all.
Are these qualifications recognised across all states in Australia?
+
Yes. Both the CPC40120 Certificate IV and the CPC50220 Diploma of Building and Construction are nationally recognised qualifications accepted by every state and territory building regulator — NSW Fair Trading, the QBCC in Queensland, the VBA in Victoria, the Building Services Board in WA, and Access Canberra in the ACT. Your qualification is valid wherever you work in Australia.
Can I credit my Cert IV toward the Diploma?
+
Yes. The Cert IV shares a number of units with the Diploma, and completing it first gives you credit transfer opportunities that significantly reduce the workload of the Diploma. It also qualifies you for site supervisor roles during the period between qualifications, which helps you build the documented experience many states require alongside the Diploma for builder registration.
What can I do once I hold both qualifications?
+
With the Cert IV and Diploma, you can apply for the highest builder's licence class in every Australian state — including Domestic Builder (Unlimited) in VIC, Open Class in QLD, General Building open category in NSW, Building Practitioner registration in WA, and Class A in the ACT. You can operate your own building company, take on new homes, renovations, medium-rise residential, and commercial projects, manage subcontractors, enter into direct client contracts, and access home warranty insurance. It's the complete business-owner qualification stack for the construction industry.
Do I need insurance to apply for a builder's licence?
+
Yes, in most states you must hold appropriate insurance before your licence or registration is issued. This typically includes public liability insurance and contract works insurance. In NSW, home warranty insurance is required for residential projects exceeding $20,000. In WA, you must demonstrate $50,000 in financial capacity for contractor registration. We recommend confirming exact insurance requirements with your state's building regulator before lodging your application.
Who is eligible to enrol?
+
You must be at least 18 years of age, an Australian citizen, permanent resident, or hold a valid visa with full study and work rights, and have relevant experience in building and construction — either as a tradesperson, site supervisor, or construction manager. You'll also need sufficient language, literacy, and numeracy skills to study at ACSF Level 3. Prior trade qualifications (Certificate III) are an advantage but not mandatory for enrolment.
